Scope and Contents This is a message to the Governor of Pennsylvania from Galloway as Speaker of the Assembly. The Assembly takes exception to the Governor's request for a garrison at Fort Pitt to protect the inhabitants of the back counĀ­ try from the Indians and refuses for fear of stirring up trouble among the Indians.
