"Your public statement of July 12, on the campaign to outlaw atomic warfare which we have been helping, appears to us of so great significance as to call for a reply and rectification of certain assertions. At a moment in history when a world fearful of war hangs on every American pronouncement, the Secretary of State, simultaneously with the Committee on Un-American Activities of the House of Representatives, joins in condemning any effort to outlaw atomic warfare. There is in your statement no intimation of a desire for peace...."
