Rolfe writes that if John takes the "enclosed paper" [which is not enclosed] to the local post office and writes his name on it, the post office will give him half-a-crown in exchange, and he can buy a birthday present for himself.
Unclear if John Bland.
"Dear John; England expects that every man will do his duty. But I am living in a house which is seven miles away from the nearest town (Abergavenny) where there are any decent shops which sell birth-day presents. So will you please accept the enclosed piece of paper instead, and take it to any post-office, and they will give you half-a-crown for it if you write your name..."
