Handwritten and signed letter from Cole Cushing (Office of Attorney General) to James Guthrie (Secretary of the Treasury) regarding the question of appropriateness of and/or legality of the refudning of penalties following the President's pardon of a male member of the Creek Nation named Gourd. Handwritten note on verso of p16 reads: "Opinion 1 January 1857. Remission of forfeiture after money has been paid to the United States."
