Tulsa Oilman Edgar Fitch Bullard was born September 8, 1898 in Brooklyn, New York, son of Howard B. Bullard (1866-1930) and Jean Anne Young Bullard (1869-1956). E. F. Bullard was educated at Phillips Exeter Academy (1913-1916). He is listed as having attended Columbia University in 1917 before going to Annapolis as a seamanin the U. S. Navy in 1918-1919. He attended Yale University's Sheffield Scientific School from 1919-1921

Bullard served as Chairman of the Board and Chief Executive Officer of the Pan American Petroleum Corporation, as a Director of the Standard Oil Company of Indiana, and as a Director of the First National Bank and Trust Company of Tulsa. The Texas Mid-Continent Oil & Gas Association presented him with the Distinguished Service Award in 1954, and in 1956 the University of Tulsa awarded him an honorary Doctorate of Science.

Bullard died in 1978 and is buried in West Charlton, New York. He never married.
