Note the date variations: the reprint was created in 1878, but the original birth was recorded in 1863, on the 4th page of the register, and is listed as item number 34.

Translates to: "The Police Authority hereby certifies upon request that Ernest Andrews, who was born in Hamberg on October 12, 1858, has acquired his Hamburg nationality by descent for more than ten years..." according to the law.
